Aggressive dogs on the loose threatening

Twice in the last year as I was walking my dog  in the field on the northwest of Highway 1A on the west side of Chestermere,  I was confronted by 3 dogs (3 dogs each time not on leash). These dogs were all much larger than my cocker spaniel and they were very aggressive towards her. The second time 2 weeks ago, they were starting to attack my dog until I found a  piece of scrap of metal in the field and scared them off. After about three minutes or so the owner came over the hill and got them under control.  I would have hated to harm the dogs with the piece of metal but would have done so to protect myself and my dog. The first time about one year ago was worse as it was three dogs whose owner was right there and could not control them they had me and my dog surrounded and were growling and baring their teeth.  I started to scream at them which seemed to make them hesitate, at which point I started to get some distance from the dogs and owner, the owner said they were threatening because I was yelling but when I was about a hundred yards away and looked back the large dog was running towards me and my dog again with the owner trying to call him with no response from the dog. At this point, I was feeling very threatened and started to scream at the dog again ( no weapon handy);  the dog hesitated again and the owner caught up to the dog and leashed him.  I would like to point out that the first encounter two of the dogs were pit bulls or pit bull cross and what looked to be a husky. The second time it was a dalmation cross and what looked to be a couple of mixed breeds
