Council selects consultant to conduct review of CUI’s mandate

Following the approval of new utility rates in February 2016, Council announced that they would be conducting a full review of CUI’s mandate as well as their own process for reviewing and approving utility rates. At the regular meeting of Council on Monday, June 6, 2016, Council selected Stack’d Consulting to assist with this process.
With extensive experience in municipal utilities, Stack’d will work with the City and collaborate with the CUI Board. They will review the current state of CUI, explore the leading practices in other Canadian municipalities and develop CUI’s desired go-forward mandate. Key governance roles and responsibilities between the City and CUI will also be developed.
“After a long and extensive search for the right company, we are looking forward to getting down to work, then reporting the findings back to residents,” said Mayor Patricia Matthews.

Stack’d will, along with the City, develop specific expectations for the City’s ongoing regulatory process as guided by CUI’s fundamental mandate and governance roles. It is expected that this will clarify CUI’s rate revenue requirements for previous capital investments, ongoing costs and future asset replacement consideration. They will also assist with creating a robust process for evaluating performance and rate change requests.
The process is expected to be completed by Fall 2016.
